Henry J. Contreras is a highly experienced attorney and senior legislative consultant and worked for or advised non-profit organizations and Members of the California State Legislature and the United States House of Representatives.  He possesses outstanding research, writing, and strategic planning skills. His State and Federal issue area expertise includes Education, Health, Domestic Violence, Local Government, Criminal Law, and State and Federal Budget initiatives.  In his capacity as Chief of Staff for two California State Assemblymembers, a Member of Congress, and the Assembly Majority Floor Leader, he supervised legislative staff, managed office budgets, monitored and staffed legislation, and coordinated press and constituent service operations.

Mr. Contreras has expanded his menu professional services to include project management for non-profit organizations. Most recently, he served as a Policy Consultant for a statewide, membership-based coalition of over 180 domestic violence shelters and agencies.  He wrote legal opinions on pending legislation and administrative appeals, wrote correspondence, drafted a personnel policy manual, monitored and tracked legislation, advised the Executive Director on sensitive personnel issues, coordinated advocacy strategies for its membership, and outlined strategic plans to enhance its public policy and legislative advocacy efforts.

Contreras & Associates has partnered with Susan Lawton Graphics to offer clients a variety of website creation, graphic design, and newsletter publication services.  This enables advocacy and non-profit organizations to develop graphically appealing email and printed newsletters, websites, logos, letterhead and business cards, brochures, and flyers.
