HENRY J. CONTRERAS is an attorney licensed to practice in the State of California. He possesses over 28 years of legal and legislative consulting experience working in the California State Legislature and the United State Congress. As a Deputy Legislative Counsel for the Legislative Counsel Bureau for ten years he drafted thousands of legislative bills, amendments, and oral and written opinions.  He also served as committee counsel to the California Assembly Education Committee and the Assembly Higher Education Committee. In his capacity as an Assembly Chief Consultant, an Assembly Chief of Staff, Chief of Staff for congressional  offices, and as the Chief of Staff and Legal Counsel to the Assembly Majority Floor Leader, he has has managed the operations of legislative offices, managed legislative staff, and advised elected officials and staff of advocacy organizations at both the Federal State, and local levels of government.

He founded Contreras & Associates in 2005 and has provided research, writing, and consulting services for law firms, non-profit advocacy organizations, and small businesses, He also has been a Policy Consultant for the California Partnership to End Domestic Violence, a non-profit statewide coalition of over 180 domestic violence shelters and agencies.

Susan Lawton is the owner of Susan Lawton Graphics and has worked for over 25 years as a graphic designer for a number of clients.  She specializes in website construction and graphic designs for email and printed newsletters, logos, letterhead, business cards, and other specialty designs.
