Based on Mr. Contreras' 10 years of experience as a Deputy Legislative Counsel, he can research and draft bills, amendments, or Discussion Drafts in a style and format similar to those prepared by the Legislative Counsel Bureau. These services have proven to be extremely helpful to clients because it facilitates the processing of formal requests, prepares clients for negotiations with opponents and supporters, and gives committee consultants additional time to more clearly analyze their proposals and positions.
Mr. Contreras has successfully guided advocacy organizations in developing strategic plans to move their sponsorerd bills through the legislative process. As a former Chief of Staff, State Capitol Director, and the Chief of Staff and Legal Counsel to the Assembly Majority Leader, he can give you an "insider's perspective" on the best methods to garner votes and negotiate amendments. Advocacy organizations are also advised about proven methods to mobilize their membership and launch successful grassroots advocacy efforts.

Over the course of his career, Mr. Contreras has developed programs and created systems and procedures to manage and implement those programs. As the Chief of Staff for Representative Lucille Roybal-Allard (D-Los Angeles), he created an innovative Grant Notification Program that gave non-profit organizations advanced notice and technical assistance about Federal grant and contract opportunities. The program was replicated by other congressional offices and has generated millions of dollars of Federal grants and contracts in her district.
More recently, Mr. Contreras created the "Make It End Here" program that establishes a dedicated website for domestic violence victims. The website offers online education and training programs that encourage Mothers to interact with their Sons to help the cope with and survive exposure to violence and abuse. Research has shown that child victims of domestic violence exposure are susceptible to severe emotional and behavioral problems and are more likely to become perpetrators or victims of domestic violence in adulthood. The project allows victims to provide early intervention services to help break the inter-generational cycle of domestic violence.
Mr. Contreras' experience in supervising staff, setting up systems and operations, and implementing programs has proven to be helpful to non-profit organizations. HIs emphasis on strategic planning and teamwork enables him to assume responsibility for effective project management.
